Graduated fixed penalties: updated FTA compliance guide

FTA has updated its guide to graduated fixed penalties, which also includes information on the Vehicle and Operator Services Agency's (VOSA) new deposit and immobilisation powers. The key changes in edition 3 are:

• new sample driver declaration form - for a driver to advise the operator if they have chosen to accept a fixed penalty
• example of a VOSA fixed penalty notice
• changes to the complaints procedure - including a 10 day guideline period to make complaints
