From 1 April 2009, Vehicle and Operator Services Agency (VOSA) roadside enforcement staff and the police have had new powers to issue fixed penalty notices for infringements linked to vehicle roadworthiness, overloading and drivers' hours and records offences.
Where infringements are encountered, in addition to a fixed penalty, depending on the seriousness of the offence, the driver could also receive penalty points on his driving licence.
FTA has developed a new training DVD designed to help drivers carry out thorough walk around checks of their vehicles to ensure that they are roadworthy. There are two discs in the set. Disc 1 demonstrates in a 12-minute film how drivers should carry out routine checks of their vehicles. Three vehicles are used; an 18 tonne rigid curtainsider truck with tail-lift; an articulated combination with a bulk powder semi-trailer; and a rigid fitted with a crane and dropside body. Disc 2 comprises two test papers and answers for drivers who have viewed the film, together with manager's notes, all of which can be used in conjunction with disc 1.
