The Driver and Vehicle Standards Agency (DVSA) has recently started a vehicle load security pilot in the North of England. Usually, the DVSA only inspect a load if they think there is an issue (e.g. if it is bulging) but as part of this pilot, all curtain-sided vehicles will be inspected for load security by a DVSA examiner. At the same time, other data will be compiled for possible changes in the future, but this will have no influence on the driver or operator during the trial period. An example of such would be driver culpability for load security and if “S” marked prohibitions are appropriate.
We anticipate an increased number of prohibitions and fixed penalties being issued due to the pilot.
The drivers’ cooperation is expected although the DVSA recognise that there are risks to pulling the curtains back. Therefore, this action will only be carried out when there is no danger to the driver or the examiner. Assistance from operators will be sought if a driver fails to cooperate and prosecution will take place if this is unsuccessful. After 3 months, the pilot will be reviewed.
